The Honourable G.R. (Frank) Nicklin (MLA), then Premier of Queensland planting a tree. The man in the white shirt and tie is Mr A. Mollenhagen, the man wearing the helmet is Mr McGuirk and man wearing the helmet with his arms folded is Mr P.
