Charles's parents were Alexander McNeven and Augusta Fricke. He was living at Cedar Creek when he enlisted 15 November 1915 at Brisbane. After the war he returned to Cedar Creek and his occupation was a farmer. Charles married Ellen Hansen in 1921 and on the 1925 electoral roll Charles was living with his wife Ellen at Cedar Creek, Samford. His occupation is listed as a farmer.
