Councillor Walter Francis born 1844 was a member of North Pine school committee continuously for twenty-three years 1875 to February 1899. Walter Francis was elected to Division three in 1892 and in 1895 he was unopposed. He did not offer himself for re-election in 1898 as he was busy setting up Paisley Cornflour Mill in Lawnton, which became an important local industry. Walter Francis died 12 march 1934 aged 90, Burial Lawnton Cemetery.
