The park/reserve was named after Mr. Frank Skinner for services he did for the community. He worked on the Acclimatisation Society Gardens. The Acclimatisation Society Gardens were eventually bought by Mr. Green who was not interested in them and the land was sold into allotments. Frank also worked in Cooke’s shop and was very well known.
