1979 saw the completion of the Houghton Highway. Land had been reclaimed at that end of the esplanade to allow for the access road on to the highway. The foreshore below Apex Park extended the reclaimed area to Victoria Avenue in the early 1980s as part of a programme of progressive reclamation along this seafront, and in 1987 Council received authorisation from the director Harbours and Marine Department for the last stage of reclamation which would stretch from Thompson Crescent to the Houghton Highway. By 1991 Bicentennial Park had been completed leaving only the area between Maine Road and Thomas Street still to be reclaimed. Landscaping in this area was completed 1992/93 with the creation of Pelican Park.
