The 28 July 1949 agreement, signed by the State Government and APM, in regard to construction of a Mill at Petrie included provision for an adequate water supply. To service this need for water, it was decided that Sideling Creek would be dammed to create Lake Kurwongbah. The water would also create a reticulated supply for residents. An agreement between the Redcliffe Town Council, Pine Shire Council and APM, was signed on 29 June 1955 and reported as meeting the water requirements of all three parties until 1978. The first soil was turned at the site of the pumping station on 18 February 1956 and on 13 November of the same year clearing commenced on the site of the dam on Sideling Creek. The new dam was named Lake Kurwongbah on 11 November 1958. The pumping station would draw water from the North Pine River and since the water treatment plant was not completed for some years, untreated water was sent to the Mill for production purposes.
